Blizzard potential fix, sprint animation update part 1, tootlip flickering fix

Experimental: Changed the animation for running at higher speeds while not wielding a 2H weapon or shield. (This will likely see changes and be followed by similar changes to other animations.)

Fixed a bug with Vanish which would cause the Act 2 boss to leap off the map to his death.
Fixed Meteor's AoE damage being unaffected by the 50% reduction on Spire of Teurok.

Fix for legendary item poofing

Updated Liberating Shout description to reflect the correct duration of the buff.
Fix for legendary items poofing - All new items that drop will be immune to future deletion bugs, items collected before this patch may still be susceptible. If any items get poofed, exit the game and contact me on Discord. Poofed items may be recovered if backup saves aren't overwritten via further gameplay.
