Classic elevator issue: The lift's ascent now more accurately mimics real elevator behavior.

Chip Adjustments:
Modified the Enlightenment Chip effect: When all skills are on cooldown, randomly refreshes the cooldown of one skill. If the same skill is refreshed consecutively, increases its cooldown by 1.2 seconds, stackable.
Modified the Johnson Chip effect: Restores 0.5% of lost health per second.
Reduced the health boost from certain attributes.

Now, every time the game exits, the registry is deleted to clear any potential resolution issues.

Changed the settings from being stored in the registry to local storage to avoid crashes caused by certain resolutions being incompatible with some monitors. Now, uninstalling and reinstalling the game will initialize the settings.
