The rewards of the ‘Prosperous Merchant’ and ‘King’ packs are level dependent. Higher level - more rewards!
The level of rewards depends on the number of owners of the pack, and will increase until the Steam Early Access launch (end of 2020), after which the level will be frozen and the owners of the pack will receive rewards of all levels below the frozen level (inclusive).
