fpsVR update

The fpsVR has been updated with the following changes:

An improvement has been added(a change in the manifest.vrmanifest file and an addition of the fpsvr_launcher.exe file) for the workaround of the old SteamVR bug (expected to be fixed in SteamVR 1.7.XX), this improvement should fix rare issues like this: link (which occur because the previous workaround implementation causes another rare SteamVR bug). It is expected that these workarounds will be removed when the SteamVR public branch is updated to version 1.7.XX (currently in beta).
This update does not change the version of the application.
