Quick Mini Update with some fixes

-Added diving/swimming into the game (DO NOT DROP YOUR CAR INTO THE WATER)
-Modified the water appearance
-Fixed the displaced Shillings Icon
-Fixed Npc's from halting at occasions inside the story
