Onirism Borealis sea update bugfixes

- (Hopefully) Fixed the game not loading the next level after the Atlas bossfight
- Fixed the Pixie dash not working after picking it up
- Fixed an issue in the Borealis Sea Ragg's shop
- Fixed some missing localization

We also added a double jump and pixie dash pick up at the start of the Borealis Sea for those that got issues and didn't get to keep the abilities
