Player Health Rebalance
TL;DR Health tanks previously had more than 11x the health of glass cannons. They now have 5.8x the health. (3,500 HP is the new 5,000 HP Tank, 600 HP is the new 450 HP glass cannon)

Max Health and Max Mana scaling from mods reduced from +5 to +3 per mod level

- A Level 30 character with no talents or items will now have a base health of 590 (up from 445), providing a better base for characters that are not focused on health.
- This change will also reel in Max Health stacking characters, which were tanky to the point of breaking game balance.
