24 Feb 21 Early Access Build

- updated artillery attacks to attack each subhex separately so units in Bunkers/Caves/etc get their proper terrain modifiers
- updated the in-game achievement browser to use a proper scroll bar

- fixed helicopters suddenly not being able to fly over water
- fixed Shaken units being allowed to attempt to unjam jammed weapons
- fixed Autorally button being shown if there was a medic in the same hex but different subhex
- fixed AI getting fixated on trying to retreat a Shaken unit over too many changes of Hill elevation (i.e., a cliff)

- added Fire rules from the 5.1 rulebook; the fire check for starting fires can be toggled off the options screen
- added a message to the log if a natural 12 is rolled on an ordnance attack about it being an automatic miss
- prohibited Spot attempts when in Melee
- increased the pixel LOS resolution a bit more after a non-reciprocal LOS was reported (22J4 to 22E4) where it skipped over a tree edge in one direction only
- multiplayer: fixed end rally phase confirmation (if you are leaving without rallying some units) from popping up on other player's screen
- multiplayer: optional rules settings now sent from the game-starter to the other player & no longer changeable during the game
- Mines & Men: fixed the AI trying to keep moving an immobilized vehicle that got stuck on a Bamboo Fence
- fixed This is My Bible achievement not properly triggering
