Patch notes for 0.230.18

Added confirmation to kicking a union member
Fixed grounds camera saving state when zoomed into a building
Fixed Academy bugs:
1. Incorrect tab showing on load
2. "Softcap applies" text not displaying when switching tabs
3. Being able to exceed total points when assigning attributes
4. Stopped refresh happening when dragging attribute slider causing jumpy behavior
