Launcher version 0.30.0

This concerns the game launcher used to connect to game servers. Updates for game content happens separately.

Added Japanese translation.
Localization updates and fixes.
Update to .NET 9, to allow future game improvements and improved performance.
Game servers can now require privacy policy consent before connecting.
