FIX: Enabled entering a space character via the keyboard in crew and tank names

This update is to fix a few issues with the game on the Steam Deck, but also includes a great fix for handling custom portraits in mods.

FIX: New portrait handling system by Vanagandr, fixing bugs with missing portraits when loading mods
FIX: Re-enabled window resizing so that the Steam Deck handles the display better after first install
FIX: Improved controller handling, especially after a new install on the Steam Deck

Should fix the slightly inaccurate mouse cursor location detection in fullscreen mode. Also corrects MG sound effects for captured units (thanks Vanagandr!)

Ok this version should fix the mouse cursor location bug - any issues please do let me know!

I've had to rollback the game to 1.2.18 because there are still issues with the mouse cursor in 1.2.19. Will investigate and try and find a fix for this.
