Patch 1.0.5 - Fire trucks, Japanese, Balancing & Bug Fixes

- Fire trucks are sent from the fire station and can stop fires (if too far or road is congested they will be 'teleported' to the building in flames, for now)
- Japanese localization

[h3]CHANGES/BALANCING[/h3]
- Increased the part of citizens willing to use buses to commute to 75% (from 45%) (by rail is unchanged, at 75%)
- Multiplied by 2 the effect of pedestrian walkways on land value
- Enacting a policy now costs 10 stability points.
- Basic manufacturing will now only get built on lots that have a land value lower than $1500/sqm, making it easier to create zones targeting only advanced manufacturing.
- Further reduction to the speed at which citizens change social classes
- Further reduction to the number of jobs the economy creates
- Reduction of the amount of taxes paid by the upper class
- Multiplied the speed at which houses can be rebuilt when abandoned: 20x with 200k+ population, 8x with 100k+ population and 2x with 50k+ population.
- Multiplied the speed at which new buildings (Stage 1) can be built: 10x with 200k+ population, 4x with 100k+ population and 1.5x with 50k+ population.
- Reduced the probability of riots in large cities (100k+ pop).
- Reworked computation of the number of jobs that can be shared between connected cities.
[h3]BUG FIXES[/h3]
- Added a workaround to force the city to complete the loading process to avoid corrupted save data and infinite loading time.
- Optimizations to the AI pathfinding system. Large cities with complex road networks were lagging with commuters taking very long routes, reportedly even turning in circles.
Commuters will now choose a closer workplace when that's the case and won't drive further than 500 road tiles (4km) except if they work in a neighbor city.
- Optimized vehicle sound effects
- Connected cities were not sharing population growth derived from births correctly. Population growth from births in the Stats tab now also count the influence of neighbor cities.
- Solar panel price button tooltip was incorrect
- Loading tips were not visible in 4:3 screen ratio
- Inflation is now limited to a range of -5% to +1000%. Extreme numbers were possibly responsible for crashing the computation of other variables.
- Changed the way data from parks is loaded to prevent them from loosing their effect on land value.
- Added a safeguard to prevent the game to crash if the window was reduced while being in the Nation view.
- Airport could be built outside of the map and then could not be destroyed.
- The budget was not displaying the treasury contribution bonus if not changed.
- Effect of policies on the environment was still inverted in some places of the UI including in the custom policy editor.
