Patchnotes for Hotfix 12/18/2020

This update fixes several player reported issues as well as a small numbers tweak.

- Fixed issue where movement input was failing on repeated plays of the game
- Fixed issue where colorblind mode was not affecting the settlement count bars
- Dropped the movement speed of Arat's Lion's Wrath (Q) to its intended value
