Contraband Police: Prologue V 4.0 (loading freeze fix)

Vehicles could block on broken gate barrier
Gate barrier is being fixed and Police vehicle position is restarted on start resting
Vehicles blocked on the inspection zone can now be teleported out to not break the game
Driver could hide hand with docs just after he was asked to show it
The game window can now be minimized without problems, even during game loading
