Content Patch #16 needs to be delayed by one week. This is primarily due to me having a prior obligation on the patch's old release date that I forgot about. Progress on Content Patch #16 is coming along smoothly otherwise. Sorry for the delay!

Changes
- Updated patch timer to reflect delay
- Fixed a bug where the scroll bar in the Options Menu could scroll in reverse under rare circumstances
