Frontier Mode Balance Changes

Today's update successfully concluded at 3:00 PM (JST). This update contains balance changes and bugfixes for Frontier Mode.
The next Frontier Mode potentiality will begin at 8:00 PM tonight.

Specific Fixes
　・Minor bugfixes and optimizations.
　・Some faction power graph requirements changed to be more forgiving.
　・Fixed a bug where Control Assist Units would not drop for certain TSFs even after development.
　・Fixed a bug where clearing a Hive Recon Mission under certain conditions would cause the sortie level limit to drop.
　・Fixed a bug in the War Situation Log that would sometimes cause dates to display incorrectly.
