Improvements:
- Increased the ship capture chance from Jean's Persuasion skill to properly establish the minimum capture chance across all difficulty levels (20% at Lv.1 > 25% at Lv.10).
-Added an accurate "How-to-Play" description for the current ship capturing mechanic.
Bug Fixes:
- Fixed auto-buy buttons incorrectly showing up on treasury items.
- Added missing localization files for modders.
