Hotfix v5.01 - Leaderboards & Balance

A quick thank you for the smooth launch day and the helpful feedback.

The Fixes:

• Fixed an issue where leaderboards were not updating correctly under the new system.
  
• Patched a freeway tile exploit on the Toronto map (shoutout to osswix for the catch!).
  
• Also patched New York and Seattle which had this same infinite freeway tile exploit.
