0.9.4.6 A few little things

A few little things
- fixed (hopefully) a rare bug in the army camp
- without Action Points, it is no longer possible to step on garlic
- the world map can be moved with buttons even when the Main character is moving on it
- by pressing F1, you can call up the manual
- a couple more very small things
