Hotfix v0.30.6021

Hi everyone.

Just a small stability patch to fix some issues tat have arisen in 0.30.

• Fixed Kilik Ultimates not behaving as Ultimate Edicts.
  
• Fixed a hang with Kilik AI faction.
  
• Stability improvements for disconnection and host migration.
