Update Notes for Mar 17

Some English typos/spelling errors in File 03 & 04 fixed
"Unlock Chapters" button in Options was not available if you had finished File 03 or started File 04, this has been fixed
"Evidence Needed" was not appearing in the Chinese translation of File 04
