Fixed a bug that caused characters to slide further horizontally when spiked diagonally while grounded.
Inputs that carry over through hitpause will now use the entire 6 frame buffer when the input starts being tracked.
This fixes the Zetterburn tap jump Neutral Special change that was added last patch, while also making Loxodont Forward Tilt part 2 and Etalus Dash Attack jump cancel more lenient to input.
Adjusted Neutral Air's Environmental Collision Box (ECB) so that he can hitfall the move without the 2nd hit coming out again.
Adjusted Up Special's ECB when teleporting into smoke so that he ends up grounded if the smoke is near the ground again.
Up Special can no longer fall until after the final active window.
This prevents Olympia from falling after bonking her head on Kragg's rock while rising with Up Special.
