Tactical supplies now unlock at Normal IV
Time Machine now unlock at Elite III, Normal missions can apply after unlock
Optimize purchase of tactical supplies, from when click to when release
Now if tactical supplies were gained from in game level up or other channels, and causing the last item un-purchasable, the list will automatically reroll.
