March 14 Hotfix (Bases and Demos)

Hey, Chris here with a quick update to balance out Co-Prosperity, now that the Spring Sale is up..

Basically, I cut the default base amount in half to increase the tempo of the game.

Oh, and there's a demo in the pipe, but Steam'll need a few days to approve it
