Update Notes For v0.66.02

Introducing the city of Shenzhen, where rent is relatively cheap but good luck affording a home!
I've tweaked the max number of spawns for different sites to depend on a city's unique characteristics. For example in Shenzhen, the large manufacturing industry means you will find more Industrial Parks.
Similar changes apply to all other existing cities (Singapore spawns less Housing Estates but more Apartments, New York spawns more Corporate Offices, etc).
[h3]Passion Improvements[/h3]
You can now set a Large House or Apartment Complex as goals for the Home Building passion.
The Large House requires some Interior Design work, while the Apartment Complex is a longer term project that requires a Civil Engineer.
The Football passion has an additional goal of becoming the Most Valuable Player.
Achieving this goal grants you the MVP status effect, allowing you to Shill Corporate Products for more money than regular sponsorships.
But shill too much and risk disappointing your followers...

- Add Shenzhen city map
- Add Interior Designer and Civil Engineer jobs
- Add Civil Engineer job hours to some contracts for Building Construction player business
- Add Large House and Apartment goals to Home Building passion
- Rename XP:Engineering to XP:Mechanical Engineering
- Empty Residential Land can spawn at Wealthy Residential and Apartment sites
- Limit some home building activities to once per month (to prevent building an entire house in one month)
- Add Extra Studying activity to Grade School
- Decay the Business and Real Estate public markets when Rivals are first unlocked so initial Competition Index values are more reasonable
- Changed max number of spawns for different sites in cities depending on its unique characteristics (Singapore spawns less Housing Estates but more Apartments, New York spawns more Corporate Offices, etc)
- City setup screen shows number of expected site spawns in each city
- Site search tooltip shows breakdown of factors affecting max number of spawns
- Add functionality for jobs and education actions to affect passion goal outcomes
- Add functionality for requiring status effect to do an action
- Add required status effect restrictions to some Hospital activities where they make sense (e.g can't get a Dental Crown without having Tooth Decay)
- Add Most Valuable Player goal and Shill Corporate Products activity to Football passion
- Add Shill Corporate Products activity to Guitar and Singing passions
- Reduce Empty Residential Land natural spawn rate at the end of each month
- Reduce time per activity from 40h to 20h for Art Class, Guitar Lessons and Singing Lessons
- Fix City Explorer Preference missing scroll buttons when list too long
- Fix Plumber Hours asset using wrong image
- Fix mod names not translated on city setup screen
- Fix stock market window selected tab switching unexpectedly when game unpaused
