SteamVR Hotfix - 1.5.16

SteamVR has been hotfixed with the following changes.

Valve Index:

• Automatic recovery of interrupted or unfinished wireless receiver firmware updates. If your firmware update did not complete properly, restart SteamVR and follow the recovery prompts.
  
• Fix cases where “tether disconnected at HMD” would trigger in unusual USB topologies even when the tether was connected.
