Fixed some bugs in the pathfinding algorithm and increased industry job generation.

• Increased industry job generation from 40 to 100.
  
• Fixed some translation errors (in the pt_br location).
  
• Resolved the issue with duplicate buildings (mayor's house, police station, etc.).
  
• Rewrote all location languages (including Polish).
