November 13 Update: More Ocean & Shallow Fleets, Ship Crafting Changes, Fixes

[p]The number of Dutch Ocean Fleets has been increased by 40%, and the number of Dutch Shallow Fleets has been doubled.[/p]
[p]Some Free Towns now provide additional shipbuilding resources.[/p]
[p]Chances to craft higher-quality ships have been increased in capturable ports and reduced in uncapturable ports.[/p]
[p]Fixed issues with NPC behavior in Raid Port Battles.[/p]
[p]Fixed issues with NPC target selection decisions.[/p]
[p]Fixed an issue that could cause players not to receive Prize Chests for their position in the Daily Leaderboard after changing their name.[/p]
