Short patch and Important NPC improvement

Improved NPC behavior when using battle sails, if under escape command NPCs will use full sails from now on.

Tuning:

• Fire will spread more rapidly under fire
  
• Fire ship fitting will also spread fire slightly faster
  
• Floating battery is now also reducing the yard power as it should be under heavy load. Floating battery speed is also reduced from -20 to -25%, Turning is also reduced from -10 to -20%
  
• Fortification cannons damage and penetration increased by 10% at long range (kept same at close range).
