Minor Patch: Insurance, Port battle BR limits and other minor changes.

First insurance contracts were known from 1750 BC, it was done in form of the stone tablets and often had bugs stuck in the plates. Removing them was a long and tedious process. But its never to late to fix a problem.

Insurance contracts major fix
There was a bug in insurance payouts that was overpaying for very cheap ships and underpaying a lot for expensive crafted vessels. From today the insurance will take into account the number of upgrade slots and quality and base prices of woods used in ship construction. As a result you will receive less for cheap fir or oak ships but will receive much more for expensive wood 5 slot vessels.

Port battle BR Fixes
As we promised some time ago port battle BR limits should reflect the number of ships provide for ship variety in some port and take into account the location of the port. We have changed BR limits for ports to reflect this. Its a first step and we will tweak it for perfection soon with your feedback.

Explosions
We do not like that many port battles can drastically change their flow due to one explosion - the system did not take into account much lower HP for masts as well. As a result we are lowering explosion damage for structure, masts, sails, and slightly for broadside planking. We kept the damage to crew the same - if you expect nearby explosions do not forget to brace.

NPCs in Patrols
NPCs in patrol areas were streamlined so all nations can find enemies in those locations. Lower level NPCs were also provded.

Wapen/Wasa
Wapen and Wasa ship crafting blueprints was fixed as they used incorrect number of wood logs before.
