[NA] Shard only restart for Greybriar, Deepwood, and Wolfsbane [Feb 20th 2020]

As our title states we will be doing a shard only restart for NA shards; Greybriar, Deepwood, and Wolfsbane. We will begin this restart for these shards at 2PM Pacific time, 11PM Central Europe time.
