Settlement and Mayoral Commission boons now apply correctly without unintended stacking, service buildings properly consume expansion points, and Buy Orders are once again honored by Requisition Agents.[/p][p][/p][p]Harbinger events now conclude as intended, preventing characters from becoming permanently flagged as combatants, while PvP interactions have been refined to require intentional targeting - even for area of effects.
