Beta 8.3 - More Fixes and Tweaks

Beta 8.3 includes some more fixes and tweaks:

Fixed a localization bug related to the "monsters in town" mood debuff.
Fixed a bug that caused part of the cliffs in the Orc Island to be culled when they should have remained visible.
Fixed some trees that were floating a bit off the ground.
Added some additional checks to ensure that you get the "Upgrade Helmet" quest soon after it becomes available.
Increased the chance to get the next ore level quest once it becomes available.
Fixed a bug that caused the shovel to remain in the quest items inventory after it is no longer needed.
Fixed a bug that caused the sunflower garden to appear in the building list twice.
Fixed a bug that caused the character to get stuck in the running animation when run jumping and then immediately jumping while standing still.
Changed the "do not have enough resources" message to be more localization friendly.
