Patch #47 - Assignable Stat Points

* Added assignable stat points
* Add + buttons to the equip window for assigning stat points
* Added reset stat point button (resetting stat points costs job level * 100 coins)
* Added stat point rewards to some faction related achievements
* Added stat point rewards to some job level related achievements
* Added Tooltips to stat point buttons
* Added Tooltips to Strength, Stamina, Agility, Mind on equip screen
* Agility from Equip/Assigned now increases Critical Chance
* Changed name of Rep tab to Factions tab
* Emerite Crab, Carnite Tortor, Carnite Crab, Emerite Tortor now give small amounts of Miner's Guild XP
* Miner gear XP boost does not work on these mobs
* Increase spawns of Cave Tortor, Cave Crab
* /T, /W, /P now work like their lowercase friends
* Updated news window with a big blue sneaker
* Various bug fixes
