1 Increase the military right of way for function passes.If player is a monarch or prime minister,players can decide whether to allow the Lords of non hostile countries to pass through own passes. The default is allow.
2 By default, non hostile countries are allowed to pass through the passes, Hostile countries are not allowed to pass through checkpoints.
