Skill Tree udates

Performance

- Savegames: Equipped weapon quality resets

- Zooming in/out of Map mode shows out of radar range sprites for 1 frame
- Player loses camera link when moving before camera target animation is finished
- 'A Letter for Jurgen' can now be finished at Xiao (FINALLY!)
- If the Character HUD is open the game crashes rarely when gaining XP
- Ship Is_Friendly() can crash
- Noob player-lock doesn't work anymore if you talk to another ship while locked
- Savegame size reduced a little bit
- After finishing Scheherazade Embargo, people on that station talk again
- A lot of cargo types had no light emitters assigned
- Some emitter time to live fixes
- Ship Trade HUD: Crafting: flickering when hovering a craft requirement icon

- Weapon tooltip: do not compare speed with lasers
- Weapon tooltip: do not show speed_initial_max when it's the same as speed_initial_min
- Weapon tooltip: compare initial speed (min/max) as one block
- Inventory HUD: Ship Landing/Leaving alpha should not be used
- Inventory HUD: Ship add_drawables positioned incorrectly
- Landable HUD: emitter rotation is based on in-space rotation
- The weapon tooltip data entry spacing for turret vs non-turret is off
- Don't start a FoW reveal for ships (only stations)
- Devices and shields don't use cargo emitters
- Cooldown HUD: Item counter is not shown if the new amount is over the max amount
- Ben Lilly: Wrong credits amount is shown when selling trash
- Don't draw lasers if out of radar range
- start_angular_vel is not set (stations/turrets do not constantly rotate)
- Error report: data/pixmaps/location_images/placeholder.settings.dds does not exist
- Shield pos is not set as collision offset
- Ship hull regen could go a little bit over max hull
- Correctly error log the json line number for large files
- Auxilium's restocking weapons should not have random quality
- Savegame Menu: Remove logger warning "Load_From_File: No Savegame found ..." if the "New Savegame" entry is selected
- Logging: Show if the person doesn't exist with the "Could not create Person" error messages
