Hotfix 0730

Adjusted Coordinate display function precision in construction mode from two decimals to three decimals.
Adjusted High Explosive range to one-half the range of explosion without penetration.
Adjusted Reduced default depth of penetration of HE rounds.(From 1/5 to 1/6)
Adjusted Restricted the minimum resolution of the game to 400*300.
Adjusted Multiplayer mode player spawn position rotation is now randomized.

Fixed a bug where the game window would sometimes shrink out of sight.
Fixed the bug that the fire effect after module destruction is wrong after resizing.
