Fix to chat channel behavior, improved mail form

• Improved chat mode change behavior when returning to town. It shouldn't change you back to general all the time.
• Added placeholder text to the mail form to make it more obvious what to do.
• Adjusted the default max FPS setting... this may improve performance for some users.
