Update Notes for patch 0.8317.EA

The 0.8317.EA minor patch is a metadata patch for todays MOCR-Monday session and corrects the loaded state of the Apollo Scenario 4: Lunar Activation. It loaded into a state where the Lunar Module was activated by default.
