Event balance changes

Canis Vertex has received a few balance changes to address its dominance in the event. It's Shielding ability will now longer allow the target to act again, and the Claws' abilities now cost 3 psychic energy and deal 2 damage to the target, but only 1 to adjacent units.

Sleepless Watcher has received a small buff to its carapace weapon, which can now act multiple times per turn.
