Halloween Event Hotfix Notes

Quick hotfix to address some of the issues on the new Halloween Challenge map, will be continue to fix additional issues as we can.

- Increased Starting Mana for the Halloween Map
- Fixed Ghost Bridge Collision
- Fixed Halloween cosmetics not dropping from Halloween Map
