Update to 0.4.0 (12863)

- Improved simulation performance: This is an important intermediate step, and we will make further improvements soon. For example, with this step, vehicles will jerk less if you play at maximum game speed later in the game.
- Reduced flickering at towns/factories: Towns and factories start flickering at mouse over (hovering with mouse).
- Memory usage while saving: In some cases, RAM has been used too heavily while saving a game, which could lead to crashes.

- At the tutorial, the game did not count already existing buildings for milestones when they become active. ( It can still happen in some rare cases, but we are working on a hotfix for this, which we will release tomorrow or Friday at the latest. We chose not to delay the other fixes that will benefit players.)
- Tutorial counted delivered vegetables wrong at the related tutorial step.
- “MISSING STRING TABLE ENTRY” at save game instead of map name.
- The lists and town window showed different values for supply.
- Changing screen resolution in full screen mode was not possible.
- There was unintended behavior when building in straight mode zero angle.
- Fixed localization for one tutorial step that was misleading.
- Fixed missing localization and images for two hotkeys in RU language.
