M1 Garand (Ping! Bug Fix)

Fixed client side network replication issue causing multiple clips to spawn on eject.
Optimized the spawning for local (cut back on net cost) and adjusted collisions.

M1 Grand (Ping)! Flashlight as Melee and more!

Patch Notes:
-Optimization to flare effects due to feedback (perf gains)
-Flashlights now behave as small melee weapons and can be attached to chest slot
-Sandbox now includes vehicle spawners, additional weapon spawners, health spawners, food etc due to feedback
-M1 Grand (Ping) WWII weapon has been added to sandbox, lobby and apoc along with mag spawning
-collision on ammo crates (floor) adjusted to make remote grip checks more responsive

Vive Wand Vehicle (Bug Fix)

Thanks to Cheezus for bringing this to my attention. I have found an edge case in the profile detection logic that was causing the car to think vive wand users had index controllers if they had a vive pro headset or if the controller was turned on after loading into the game.
Resulting in only being able to reverse the vehicle and forward on the touchpad not being detected.
This patch should completely resolve these issues.
