- hex info window is now allowed to be toggled & shown during various targeting menus that did not previously allow it (sniper placement, artillery attacks, etc.)
- Scenario Editor: added a button to the main edit bar to open Event Effects directly; added a field to event effects to automatically trigger the event effects before a certain turn (no event marker hex needed); added 'Start As Passenger' as a unit attribute
