Festoon 2.31 Update

This is the first update to Festoon to 2.31, partly driven by user feedback and partly driven by general updates. Here is a list of the updates since the first release.
Festoon is in it's early stage of release and we very much appreciate feedback from the users to help improve it.

- Explorer remembers previous location between sessions.
- Added 180/360 degree FOV for equirectangular environment.
- Added 180/360 equirectangular options for the dome environment.
- Added rotation for both fisheye and equirectangular.
- Added tilt options for equirectangular videos in Dome and Equirectangular environments.
- Added media rotation options for fisheye in dome environment.
