Updated Army/Fleet Organization Screen to allow selecting and transfer of multiple units at a time to new Army/Fleets
Allowed air units to rebase longer distances, but added readiness penalty for rebase operations longer than their normal range.
Allow upgrade of Armor, Mech Infantry, Fighters, Tactical Bomber, and Strategic Bomber Units if better version has been researched
Reduced upgrade time from 8 weeks to 4 weeks
Fix to culture string that may have caused problems on some computers
