- new laws "Driving license", "Primary education" and treaty "World Trade Organisation"

IMPROVEMENTS
- rewrote happiness system to include resource, issues and wars/disputes
- huge improvements to resource and trade system between countries
- many UI behaviours when closing map filters or assigning candidates to constituencies
- added more general informations and more tooltips
- research points come now from research buildings on territory
- small balance and AI improvements
- further increased language file support (almost complete)
- countless small changes, like world camera zoom speed
FIXES
- can't add districts anymore which belong to other region/states when editing constituencies
- some UI bugs afflicting mobile editions
- freeze while opening foreign laws
- sometimes there was a camera movement freeze
- additional small fixes
