Alpha 11.13

FEATURES

FEATURES
- new rule to balance electorate
- new laws "Retirement homes" and "Vehicle Tax" with 3 articles

IMPROVEMENTS
- tooltips display, performance and support improvements
- text inline icons for people
- specify successor with the same roles when a person/lawmaker dies

FIXES
- some regressions that could make it impossible to advance
- sometimes some parties where not available at start of the game
- bug when a person is fetched for parliament
- various minor bugfixes

- new surgery action for politicians to increase charm

- more information when creating laws
- always display the lawmakers that wants to approve/remove laws
- expanded parliament seats rules at start of game

- many fixes regarding uk house of lords
- more fixes regarding constitutional laws
- bug when removing calendar elements that could freeze game
- bug when committees seats were more than parliament seats
