Patch notes: V 2.2.21.176

The following improvements and fixes were implemented:

    - Fixed the issue with the control rod panel when starting the game without the plant being ready.
    - Fixed the bug when repairing steam generators.
    - Fixed the general absorption level meter for control rods.
    - Fixed various label and translation errors.
    - Fixed the lights on the STEAM-WATER FLOW BALANCE meters, which were not emitting light.
    - Fixed the primary circuit coolant meter, which incorrectly included evaporator content.
    - Fixed the emergency demand event, where the city required an incorrectly high amount of power.
    - Fixed the translation error in the container tank names in the maintenance report.
    - Fixed the "capacity" value of the pumps in the tablet specifications.
    - Fixed bug with bank 5 control rod position indicator.
    - Fixed exterior lighting bug inside the transformer room.
    - Fixed condensation and temperature dissipation calculations, which was why the reactor was cooling too slowly.
    - Fixed bug in the tutorial where it indicated to open a pressure release valve during reactor startup.
    - Added inlet and outlet temperature gauges for each evaporator.
    - Added a button to reset and restore AO, so that it can be returned to the charger if it is left in an inaccessible spot.
    - Modified the operation of the tablet's service compliance app so that it does not show the estimated demand graph if the current day is not being consulted.
    - Modified AO drying: if it is out of water, it dries slowly; if it is in the charger, it dries faster.
    - Increased the refresh rate of the control rod indicators (performance-dependent).
    - Increased the refresh rate of the control room meters (performance-dependent).
    - Disabled the compensators by default in the steam balance system of the evaporators.
    - Restored the reactivity meter functionality to version 1.0 (scale has been reduced to make it easier to visualize small changes).
    - Redesigned the heat balance panel for better clarity. The expelled steam was separated in another panel to avoid confusion. Measurement units were added.
    - Unified the zoom function on the tablet to match the rest of the game.

    GAME MANUAL:

    - Updated the CIRCULATION PUMPS IN THE PRIMARY LOOP entry to detail how pump speed affects heat transfer.
