Update Notes for v0.99.5 (Minor client-only update)

Added a tip to start faster by not pressing gas until the starting lights go off (if stalled in the first events)
Slightly increased the prediction amount in the default top-down camera (preset 2)
Miscellaneous other minor fixes and improvements
